At PHILLIPS, we believe every student deserves a supportive and individualized path to success. Our programs are designed to serve students with unique needs, providing a nurturing environment where they can thrive academically, socially, and behaviorally.

Who We Serve

We work with students ages 5 to 22 who benefit from a personalized approach to education. Our programs are tailored for those with a range of academic and behavioral health wellness needs. PHILLIPS supports students in the following areas:

  • Social and emotional challenges

  • Learning differences

  • Autism spectrum-related needs

  • Intellectual and developmental delays

  • Multiple and complex support needs


Important Information:

Each PHILLIPS campus is licensed to serve specific disabilities, ensuring every student receives the specialized support they require. PHILLIPS does not usually accept students whose primary problem is active substance misuse (not abuse – stigmatizes and blames them).

PHILLIPS conforms to all state (VA, MD, & DC) and federal regulations barring discrimination in admissions or employment based on race, color, religion, gender, national origin, or handicapping condition.

How To Enroll

1. Enrollment Through Your Public School

Most students come to PHILLIPS through their public school system. While the process may vary by school, it generally includes these steps:

  1. Parents/guardians and county representatives discuss placement options during an IEP meeting.

  2. The public school sends a referral file to PHILLIPS, which may include:

    • Individualized Education Program (IEP)

    • Functional Behavior Assessment (FBA) and Behavior Intervention Plan (BIP)

    • Relevant evaluations and transcripts

  3. PHILLIPS reviews the referral and contacts parents to arrange an in-person interview.

  4. The admissions team evaluates the student's needs and determines if we have an appropriate placement available.

  5. A final placement decision is shared with parents and the county in writing.

2. Private Placement

Parents or consultants interested in private placement may contact our campus program directors for more information.



PHILLIPS does not usually accept students whose primary concern is active substance misuse.
